美國政府正在奮力對抗巨大的財政赤字﹐美國國稅局（Internal Revenue Service﹐IRS）和證券交易委員會（Securities and Exchange Commission）之類的政府機構也在大力整治避稅行為﹐並且實施了一些新的資產申報規定。今年2月﹐國稅局頒佈了又一個海外資產主動申報方案﹐目標正是那些不守規矩、擁有未申報海外帳戶或資產的美國納稅人。
新方案保證不追究主動申報者的法律責任﹐只要他們趕在今年8月31日之前進行申報。與此同時﹐即便你主動申報﹐也還是逃脫不了相關的稅款和罰金。沒有主動申報的人則會面臨更加嚴厲的罰款﹐甚至還可能鋃鐺入獄。
美國是惟一一個要求本國公民為海外收入支付所得稅的發達國家﹐許多人由此發現﹐要在海外保持美國公民的身份﹐成本越來越高不說﹐麻煩的事情也越來越多﹐簡直讓人難以負荷。
